• Piracy: Content that infringes on copyrights, trademarks, or patents.
• Weapons: Content featuring the sale or instructions for creating weapons.
• Violence: Content that depicts or promotes violent acts.
• Defamation: Content that is defamatory in nature.
• Illegal drugs: Content promoting the sale of illegal drugs or drug paraphernalia.
• Auto-downloads: Content that downloads files without user consent.
• Auto-redirect: Content that redirects users automatically to other sites.
• Government forms or services: Content charging for government services that are freely available.
• Illegal content: Content that violates applicable laws, regulations, or court orders.
• Morally reprehensible: Content deemed offensive or without redeeming value.
• Inadequate privacy notice: Content lacking proper privacy notices or user consent mechanisms.
• Interference with navigation: Content interfering with user navigation, such as pop-ups.
• Interference with other ads: Content that obscures or interferes with other ads.
• Unusual CTR: Content with unusually high click-through rates or automatic ad clicks.

Content Allowed But Restricted

Gambling

Gambling content is allowed with geographic and regulatory restrictions. Buyers are responsible for ensuring compliance with all applicable laws and regulations.

Risqué Content

Microsoft Advertising does not allow pornographic or obscene content.

Downloads

Ads promoting software downloads must ensure the software is malware-free, provide clear notice of functionality, and obtain user consent.

Political Advertising

Political ads are allowed, subject to compliance with regulations and laws in the relevant jurisdictions.

Prohibited Buy-Side Practices

• Interference with the page: Ads displaying outside their designated space are prohibited.
• Non-functioning click or conversion tracking: CPC or CPA campaigns must have functioning tracking.
• Illegal or harmful practices: Any content or practices violating laws or regulations.

Gambling Policy

Gambling is defined broadly and may include any form of gaming, wagering, or betting. Compliance with all applicable laws and licenses is required for gambling ads.

Prohibited Countries

Gambling ads are not permitted in countries including China, Egypt, Hong Kong, India, Indonesia, Russia, Singapore, Taiwan, Thailand, and the UAE.

Government-Sponsored Lotteries

Ads for government-sponsored lotteries are permitted only if the advertiser is a government entity or licensee, and the ads target only the jurisdiction authorized by the government.
